I understand that they both say use of deadly force but the one on the right and where the sign starts with warning the letters are darker and redder than the one on the left. Meaning the one the right wasn't as faded away as the one on the left. That wouldn't make sense unless they replaced the one on the right. Darker colors newer signs.
