VORs are VHF transmitters in the 108.00 to 117.95 mhz range. This makes them pretty much line-of-site. While you can sometimes pick up enough "bounce" to hear an occasional identifier, you won't really get a good strong navigational signal unless you could see to the antenna. That being said, the best places to pick up the signal would be anywhere that would give you a visual shot to the antenna. Curvature of the earth limits the distance from which you can pick up a VOR, but I remember being at flight level 510 and getting a VOR more than 120 miles away.
