NASA would like private industry to build the bases on the Moon. The primary purpose for going to the Moon is for mining operations. To a lesser degree there are plans for large radio telescope research installations on the far side of the Moon where there is no interferance. Lastly the Moon is considered military high ground. If China is able to follow through with their ambitious plans for a base on the Moon sometime in the future the dept of defense will want to be there with a counter base. I see Obama's plans in the same light as when Carter was dropping funding for the military in the late 70's. What happens is that there is a big lash back as soon as his term is over. My personal opinion is that Obama is trying to stall a new Moon race.
