As far as the road in to Tikaboo it could be very rough after the winter. A 4x4 is a good choice as you may not make it without one. Not sure about the sunset time but the weather report should give it too you.Last time I went in I took my 4x4 Blazer. Its not just the 4x4 part its also the high clearance. Try Dollar Rent A Car. They used to have Jeeps and Toyotas.
Overnight at that time of year could be very cold. If you are climbing that light I would go up early morning and be down in the afternoon. Rachel is a town of some 60+ people so dont expect much night life. Alamo is a Mormon town and also very small. No action there. Not familiar with the salt flats, maybe Joerg can lend some insight here.
