Thanks for posting the photos. I agree, it looks like road improvements. I was there two weeks ago, and did not see any sign of this. The road from Groom up to the Back Gate is paved. I believe the road outside the gate is a county road. So, this may be done by the county. Looks like the staging area is near where the pipeline crosses the road?
