Why they're staging it as they are? Who knows? Gubbermint operation after all, I guess there are contractors and SUPs getting gov't checks all over the place making calls and doing such. Most likely answer points to road work. If it were any more, we wouldn't have been allowed to see so much or given the chances to speculate so far...

Sounds like they're hot-topping the rest of the entrance roads. Better road surface, lest dust and mess, etc.
