Semi-related: A few weeks ago I heard on 395.150 a couple of F-16 from Luke AFB discussing whether they had enough fuel for touch-and-go's at Nellis before returning to Luke. Eventually they decided to RTB without delay. What was interesting is that they mentioned that if they ran too low to make it back to Luke, they had to land for refueling at McCarran or Creech. Not at Nellis.
