The Cessna would be monitored--both its position and any RF emissions it might produce. There's not an r/c model made [ as far as you know ;-) ] that they couldn't detect; that's kind of what they do there.

Besides which, I think the consensus here is that any interesting activities are quickly shut down and covered up whenever there is any risk of unauthorized observation.

Probably not worth the inevitable consequences....
