According to the Nevada Test and Training Range Chart that is a road that leads into Range 64A, 64B and 64C. If you're heading up that way, contact Range 64 on 319.700 because 64A looks like hell on earth! Lol. I can't make out the road name on my .pdf version of the Range Chart but maybe Joerg has more information on the road and gate name.
