Unlikely. The end date for that contract is Sep.2000. I am not sure what the latest status is on the airfield, but I don't think it is finished yet.
In fact, when I was last by the Cedar Gate a few weeks ago, and also looking at the area west of the gate, inside the ranges from a location near TTR, I was not able to spot any construction activity there.
