It's based at TTR, operated by the 30th. There is no known relation between this program an Darkstar or Polecat.
It may have taken a very different design philosophy than other low observable aircraft. And there may be some new technologies at work, especially with regard to external apertures.

Payloads and data links have definitely advanced quite a bit since Darkstar was flying.
