This is kind of off-topic but most contracts are awarded on a competitive basis. There is often teaming (Lockheed Martin and Boeing, Northrop and McDonnell Douglas, etc.) of companies to exploit synergies. Often, even the "losing" bidder gets a piece of the pie as a subcontractor. No-bid contracts are exceedingly rare.
