I respectfully disagree. The missiles are just a part of the picture. If you read it carefully, you'll see that it also includes LO UAVs. I would also imagine that the next generation bomber, manned or unmanned, would be a part of this.

I believe the DoD is treating China like they did the USSR. Hence the need for keeping the air vehicles "black".

And, if it's an Air Force project, it gets tested at Groom.
