There's definitely something to be said for "hiding in plain sight" at Wright-Patterson. As a Michigander, I can tell you that people tend to forget that there's a winning combination for anyone who wants to test aircraft over northern Ohio or the Great Lakes--transiting busy trunk lines for civilian aviation lend to aircraft assumed to be commercial traffic, and there are big "dead spots" over Lake Erie, Lake Huron, and Lake Superior in particular where F-16's on patrol from Selfridge ANGB, ore-carrying freighters, and the red-eye flights from Toronto to Western Canada are all any miliary aircraft might encounter.
