I agree, a visual barrier could ber accomplished cheaper and easier. And it would be an odd place to store excess gravel/dirt. It has been suggested in the past that the berm may be to muffle noise in the diretion of Tikaboo and also towards the GL Rd. Gate. There have been reports of loud engine run-up noise around the base recently. Another possibility is that the berm COVERS something. No idea what, just a thought.
