I was in Rachel over the weekend and on the way home, I was going to explore around Road Block Canyon. Unfortunately, the snow wouldn't let me get very far on the dirt road down to there. Instead I went down to one of the gates to Range 61 at:
37° 17.325'N / 115° 35.462'W

There is a fixed camera up on the hill focused on the gate below. I hiked up the hill and it was about 30 feet inside the restricted border. As I walked passed the camera and out of it's view, you could easily cross the border thru the barbed wire fence. But let me stress how foolish that would be. You never know what else they have out there or if a Cammo Dude is watching. Plus there is nothing to see of interest there so why would you want to??? The camera up on the hill is located at:
37° 17.316'N / 115° 35.334'W
