I agree. Both the F-22 and the F-35 were selected after a more or less public bidding process of two companies for the contract. The evaluation and selection of the "winner" was done at Edwards AFFTC. There was nothing that required the level of secrecy that Groom provides.

Which is not to say that testing of certain sensitive components did not take place at Groom as needed, such as electronics, radar and RCS/Stealth properties. I know we saw the Raptor fly over Rachel long before the first aircraft were officially delivered.
