Judging from the fact that the ramp seems to go right up to it (and therefore, probably inside it, it could be used either as a hangar, or as a building that stores vehicles that have access to the ramp. The ramp is quite narrow, so only small aircraft (UAVs perhaps?) or vehicles could get to it.

Perhaps it's a Fire Station, although it may be a little too close to other hangars for that. It could also be a building where K-loaders, forklifts, airstairs and/or other TR vehicles are parked. The white square could a small tower (usually about 2-3 stories high) that fire teams use to hang up and dry their hoses after use.
