Afterevening activity

Is the Groom Lake facility always a "lights out" facility after dark? Its been stated that sensitive missions are often flown during the new moon phase, so I would assume that most, if not all, of the ground crews are wearing some sort of NVG's (night vision goggles)around the aircraft. Every AFB I worked at was well lit at night, so the working conditions out there would seem a little bizarre to me anyway, at least from a safety standpoint! Also, how far does the sat photocoverage extend north of the lake bed (in miles or kilometers)? Thanks Guys!
