I'm sure this probably isn't what it means, but I like to think of the saw patch as the five "diamonds" in a circle, and the one in the middle, meaning 51, as in Area 51, and the saw blade itself meaning on the cutting edge. This all symbolizing the cutting edge technology that is being developed and tested at Area 51.
