I have no idea what the saw blade emblem symbolizes but it has been seen on government and civilian vehicles associated with Groom Lake just as the Red Hats decal with the stars has been.

On the Red Hats decal, there are six stars of various sizes that can be counted as five small stars and one large, or five encircling one.

A similar emblem from the Electronic Warfare folks at Edwards North Base (with connections to Groom) features six stars of uniform size and shape with five encircling one in the center.

On the saw blade emblem there are six "diamonds" that are not really diamonds. the corners on the long axis are rounded and the corners on the short axis have semicircular extensions. They look like (Dare I say it?) "flying saucers" seen edge-on. Five of the objects encircle one in the center.
