My guess is that the location at Groom Lake is just too perfect to give it up. The infrastructure is in place, and the Test Site can supply any services that may be needed without anyone on the outside knowing about it. Most heavy traffic enters Area 51 via Station 700 from the NTS. Plus they have a huge chunk of restricted airspace at their disposal, with very few curious eyes on the ground.
