Maybe it was the testing of the reentry phase of the new space based reconnaissance vehicles. The "package" consist of a canister of 24 miniature hypersonic scram jet powered vehicles set in orbit by an Atlas missile. When needed a vehicle is launched from its space base platform, upon reentry the jets kick in and the vehicle is navigated towards its target, skipping though the upper atmosphere. The SYERS and ASARS sensors collects data, the data is relayed in real time via, secure satellite downlink to the customer. The vehicle then skips to the recovery location. The perfectly round pure white ball was the image refracted through the atmosphere and produced by the atmospheric frictional loads upon the vehicles outer heat shielding, most likely a ceramic titanium composite.
