Back in the late 80's defense contractors began having to submit environmental impact statements for every project. This does add to the cost and is a significant cost increase if it requires extensive and challenging engineering solutions. This doesn't pose a problem for defense contractors as it actually creates more work for them. The more challenging the problem the bigger the payoff for a solution. This is part of price of doing business. It costs less to do this upfront rather than to pay for the clean up at some inopportune time in the future. Not doing this is not an advantage to our potential adversaries. In the case of China, they are already paying millions of dollars to U.S. engineering firms to come in and fix the growing problems that are the result of their ignoring environmental factors in their industries.
