I think the cesium people like the CIA and FBI are interested in is the radioactive isotopes used in medical equipment, which could be used for dirty bombs. wikipedia explains a problem brazil had when some of the people scavaging the dumps found a neat glowing crystal, and then sold pieces to curious others. it was a radioactive source from some sort of medical equipment.
at least according to wikipedia, the more common forms of cesium are not inherently deadly, as long as you don't put the pure stuff in your mouth - it would be a little worse than the urban legend of Mikey eating pop rocks then chugging a bottle of soda pop.
