In the cases of two of our closest allies, Israel and Japan, we've had episodes with both where sensitive military technology sold to them wound up in nefarious hands. With Japan, they transferred some sensitive naval tech to the Chinese several years ago and just a few years some officials were arrested for selling info the N. Koreans. Israel, among other things, is suspected of transferring tech sold to them by the U.S. to produce the indigenous Lavis on the Chinese so that they could produce the current J-10. The two aircraft are strikingly similar and it represented quite a leap for the ChiComs to make on their own it appears without some sort of "help."

I'm not sure whether the fear is in the DOD or just in Congress but it's pretty much a done deal. Line ends and no foreign sales.
