Companies will be able to demonstrate to a potential customer and then test a concept using computer simulations, and then if approved, proceed directly to pre-production models.

The days of secret test facilities such as Groom Lake may well be numbered, although I suspect bases like TTR may flourish if there is a need to keep operational aircraft under wraps for a while (a la F-117) in the future.
