I don't want to be a wet blanket here but you need to reconsider your FOI request.

The more specific you can make it, the better chance you have of getting the information you seek. By asking for:
"All future dates of upcoming Red Flag exercises, as known or planned at this time, with participating units and their respective country of origin."
you're basically asking for information that even they don't have. If you made it more specific, i.e., redflag summer 2009, then add the rest of the stuff, you're more likely to get a positive response.

Of course, you're free to ask for anything you want - but you have to make the request practical to fulfill.
