Looking at the map in the EIR and my topo map, plus a few waypoints I have near the Cedar Pass, I think the location of the new runway is at:

N37 47.179 W116 15.403

If you draw a line from Cedar Peak to Reveille Peak, the runway should be a bit above that line to the west of some small hills. I don't have good information on the border around that part of the TTR, but I believe if you could get to this hill in the free terriority
N37 47.440 W116 12.978
the runway could be seen between the two hills to the west.

Cedar Peak (N37 42.382 W116 20.085) is not in free territory, but may be of some interest since the EIR took great pains to draw a road leading towards it on their map.
