Until recently, personnel who worked on Air Force facilities had to get vehicle registration stickers. These were, as you describe, in several parts. One had an expiration date and needed to be periodically replaced. Another had the name of the issuing base. You can bet that no such sticker was ever made for the Groom Lake facility. It's all moot now as the Air Force no longer issues these decals. They now rely on I.D. badges only.

From time to time over the years, policies regarding registration stickers changed. The color of a decal indicated contractor or military personnel. At some bases, contractors didn't get decals but instead had a card to place inside the vehicle's windshield. For a while, the card included the individual's name. This was later removed as it was considered a privacy violation and possibly a security issue. Even having a DoD vehicle registration decal on the window could be considered a security concern as it identifies the vehicle's owner as a government employee and provides information about where they work.
