Don't know when the video was taken but since 9/11/01 whoever is tasked with the 'Air Sovereignty Mission' for Sothern Nevada would be the prime response to a 'too close' intrusion. Don't know if Nellis has an 'alert status' in their mission or if it is elsewhere. Whoever has the mission DOES have 'alert status' and they would be in the area before actual penetration occured, just as they are when a plane gets too close to anything else that is 'sensitive'. ie - nuke plants, etc......
