The Groom Lake facility is operated by the Air Force Flight Test Center (AFFTC). Most of the projects are sponsored by the Air Force. Historically, there have also been Navy, Army, and CIA projects at the site. Projects are usually conducted by a combined test force comprised of government and contractor personnel.

The CIA was the major player from the U-2 days though OXCART and into the 1970s. The Air Force and Navy began testing Soviet aircraft at Area 51 in 1968. By the late 1970s, foreign materiel evaluation projects at Groom Lake accounted for about 25 percent of all AFFTC sorties and stealth programs, such as HAVE BLUE and SENIOR TREND, were getting underway. It just made sense to transfer responsibility for the site to the primary user, the Air Force.
