Yes, back in 1998 at the 1st People's Rally at Area 51, we addressed this issue of a new gate and a clearly marked regular fence, extending for reasonable distances on both sides to mark the boundary. We even suggested that the Air Force construct a new guard shack right at that location (instead of the present one) where it should belong, for safety purposes.
However, I now realize that constructing a new gate (along with a new Guard Shack) at that location may have been logistically impractical due to the fact that the present boundary line that crosses Groom Road is located right in the middle of hilly, uneven terrain.
So I guess they just didn't bother with it.
