Understand completely and it's not just a government phenomenoh. Working for a large national company you encounter the same dynamics. One group within the company has been allowed excessive funding to continue their activity while another has exceeded their budget and is facing cuts. All based on budgets set 6-12 months earlier upon data that's at least a year old. One arm of the organization is cutting while another is hiring up all the displaced positions from the arm being cut.

It's a real game and shakes your trust in people and organizations you would expect to know and have better info than yourself.

Ideallically, there would be an overseeing body in real time that would recognize the inneficiencies and make adjustments.


But, that doesn't usually happen.
