The tire doesn't look all that out of whack for an off-road dumptruck i.e. of the strip mining variety.

The things that make it curious are first of all the covering.......odd........and it's displacement with regard to the trailer where it is not simply a tire riding flush on the trailer bed.

I lean strongly toward a tire/hub assembly being driven out for on site replacement at a mine north of A51. The HiPo escort isn't necessarily unusual considering the size of the load and width of that road.
