I Heard somebody saying the new mysterious Test Track can be seen from Tikaboo Peak, if this is true rather than just guessing what it is, should someone not go up there and spend a few hours observing what goes on there and taking pictures?

If you can't see if from Tikaboo or anywhere else then I guess we can't really do much but guess or wait..
