Bothered by (race track) urban test track

I am wondering if the "race track" is some type of urban test track for a very new guidance system for an unmanned vehicle. I first thought it was for the testing of some type of perimeter security robot, but now I am leaning to the urban angle. In recent years DARPA has held several contests for engineers to develop unmanned vehicles that could navigate in an urban setting. I am wondering if there is some type of technology related to Groom that necessitated the designing of the urban test track their. It's location close to the road would definitely mean it is not the vehicle itself that is secret, but the technology. It just seems too much for recreation. I am thinking it is a test track that is used for testing unmanned vehicles in an urban setting and the guidance system is in the very early stages and the test track as well might not be finished.
