Maybe it's just a Go-Kart track. It it is clearly designed for one-way, counter-clockwise traffic. It is close to other recreational facilities.

Also, there is no flightline access. It would be much more practical to test UAVs on other parts of the airfield. Other known UAV facilities have no similar "race track" features.
