The questions to ask is if that track is used for calibration of equipment from an airborne platform they sure would have not put it in a place that a UAV would clutter up the airspace directly overhead the airfield. If the track was used to train pilots on the ground handling characteristics of one or several different UAV's then it would make sense to have it close to the UAV simulators where the pilots are. The trainers are probably scaled down (to match the narrow runway) so they don't have to be as big or as fast compared to the real UAVs.
