excellent guess and i agree with you. the track would have some sort of guide system that the "target" vehicle would be pre-programmed to follow. everything regarding the "targets" location and velocity would be recorded for comparision with what the sensor (UAV most likely) "saw" during the test. my guess the "racetrack" is closely related to the new hangar which seems to be the potential home for two very long wingspan, but rather short, vehicles; this opinion is driven by the tow/taxi lines near the hangar.
