Not convinced, although the location from the main base is good for UAVs to track moving targets the highway right next to it would make it too easy for sensors to confuse passing highway traffic for targets on the training track.

My theory is its used for training new UAV pilots to taxy their aircraft around airfields. This could be done remotely with something almost the size of a radio controlled toy car, all it needs is the cameras and steering controls etc. The main loop is ideal for initial training, while the outer loop is good for advanced training. It might even be used by white world UAV pilots from Nellis etc as I believe a large amount of UAV incidents have happened during taxying.
