and if its a ground vehicle, it could also be small, so it wouldn't be easily observed. something like that would make a good infiltrator type weapon. run high speed at night, if needed hide in the day - maybe its flat enough not so be easily seen, and drive to where it can "park" and surveil a target, or wait to attack like a car bomb, but discriminating like a sniper.
except for a few bad guys hiding out in mountainous caves, many of them hide and operate in urban areas. and if you really want to be conspiratorial, most people in the US could be reached in such a way, if someone were to decide certain people were a threat.
