If you draw a path in GE from the center of the West Dish to the round "innocent" looking antenna at that location. Then back thru the center of the East Dish. Then West to the center of the North side of the Tower. Then back to the "innocent" antenna it all seems to line up. I think if you move the focus point to the other "developed" area just to the NE it would still line up. Now I'm just speculating it is focused on the ground like a RCS Pole test. Who's to say it's not pointed above the ground?

I definitely think you are on to something here. Keep chugging away and you might crack it!
