I dont think its for transport, it would be incredibly hard to control the rapidly changing buoyancy as troops and equipment "jump out". Additionally, I think its giant size is due to the extra lift needed at extremely high altitudes (22+ miles up).
People think that satellites can do all the recon but don't realize that the ionosphere deflects all the radio traffic under 30mhz, leaving a giant "sigint gap". The "blimp" fills this gap and could sit on station for probably weeks on end.
