The numbers on the end of runways denotes the magnetic heading of the runway to the nearest 10 degrees....

The L/R/C represents Left Right and center when there are parallel runways.

If the magnetic heading changes, as occurs naturally a runway that was 14/32 will become 13/31 or 15/33
