Not an expert like many of the members here, but, there does appear to be various levels of security operating at the base.

The cammies you see at the border are civilian contractors as you say. They likely don't know much more about what goes on at the base (other than precedural issues related to their job) than you or I. I don't know if anyone is certain how the various other levels of security (think concentric circles) as you venture deeper into the base are composed.

It seems likely that the civy Wackenhut people are simply border guards and that all other security inside the base perimeter is professional military in nature. Seeing as how anyone with access to any amount of the interior of the base could potentially "see" something they shouldn't or might need sensitive info about what is occurring at times in order to carry out their job sufficiently then it would make sense.


After the base's senior levels of military management, ironically, those who are most likely to be privy to what is being tested at the base are the fire/rescue crews. They need to know what conditions they may have to respond to, what kinds of materials and hazards they may face, and rescue procedures for the vehicles they are working with. They will also be present for all launchings/landings, tests, and technical discussions regarding the particulars of the items being worked on.
