I don't know...sounds like a good way to clean out the gene pool of some of the regressive byproducts of modern society.
maybe area 51 can become something like a roach motel for the idiot potheads who've evidently being using roach clips a little too much. then, once captured, the security forces can take their immobilized bodies through the subterranian tunnel system to the alien- run labs in Dulce, to use as food.
do it quickly, before some of these fools decide to get into politics.
