I think it's pretty obvious he wasn't allowed to see everything that was happening at the Skunk Works as demonstrated by his "accidental" viewing of the P791. I'm sure his visit was very closely controlled and he only saw what they wanted him to see. We all know there are "Black Projects" underway so the fact he didn't see anything does really tell us anything. Of course as you mentioned he may have not reported on everything he saw, but they certainly wouldn't count on that.
