That was certainly true of Freedom Ridge but I am not sure about Tikaboo. That is why Freedom Ridge was taken over. The speaker at RR2007 may have confused the two locations.

Glenn Campbell actually caused some test aircraft to orbit over Frenchman Flat and eventually divert elsewhere (probably TTR) because they couldn't land at Groom while observers were present on the hill.

Tikaboo may be too far away, or was before some of the recent sophisticated telephoto imagery started showing up on the Internet.
