I think there are always exceptions to the Groom Lake no-fly rules.

While camped out in tempiute Valley during the last February Red Flag, I saw a B-2 Bomber fly directly over the base at 30000-35000ft. It was heading S/W at the time. It did whatever it was intended for and then came back maybe an hour later in the opposite direction at same altitude, again right over the base. This was in daylight, clear cold skies with a very long following contrail. You just could not miss it.

I think missions and rules change all the time out there. I don't feel anything is written in stone when it comes to that base, IMHO.

For instance I have had security guards approach me in their pickup, stop, and talk to me, asking me what I was doing where I was. They acted stern but polite. Not a long conversation, that's for sure, just "Have a good day", and off they went. Some say that is not suppose to happen, but it does. And that's another subject for a different post.
